Shooter Key Binds Broken

After examining shooter controls and layouts I've discovered that Shooter Key Binds are broken. It seems that there is only Shooter Primary, but nowhere to assign Shooter Secondary or Tertiary as it stands. (set default as Right and Middle Mouse)
For those who prefer to switch selected powers using the "R" and "T" keys, unless you are using 1,2,3, the right and middle mouse button will not fire the correct power you have selected. This means that those who prefer using shooter mode have in effect, 16 slots in their power tray that are near enough useless and cannot cycle efficiently between powers.
