Romulan BOFFs cannot be assigned a DHs

Don't know if anyone posted this yet, but as a Romulus you cannot assign any of the first four BOFFs you received as department heads.

    yeah, wrong forum. You should put this in Tribble bug reports, but... it's been brought up.... repeatedly.
