Bug Report - First Doff Cadre

I chose KDF faction as allies for my rommy toon. Upon leveling to the point of opening the doff system, I received the mission to go and collect my first group of doffs, but the in-space auto hail was from Lt. Ferra at SFA. Of course, being KDF, he could do nothing for me, and I had to traipse all the way back to Tau Dewa and New Romulus to collect them.
