Can someone Repro: Get access to Wasteland arc

I just got access to one of the blocked arcs, specifically wasteland and was wondering if someone can reproduce this. Klingon-allied Romulan level 23.
All I know is that I did not have access when I began manhunt, but after completing it I did. I obviously cannot go back and undo mission completion.
Also, I completed all three of the klingon missions but out of order. First I did the promotion "Test of Mettle" which looks like it is supposed to be part 3. THEN I tried to do manhunt, but the completion bugged. So instead I did the tutorial space chase. Finally I completed manhunt by hailing from inside the vor system. When I returned to sector space I checked for available missions and I got the first part of the Wasteland arc.
Questions:
Was it my doing things out of order that triggered this? Can someone do them in order, space chase -> manhunt -> test of mettle and see if they get the same result?
Did anyone else get this result from completing manhunt? And if not can someone try?
Also, in the mission log, I'm still stuck on Mind Games, so temporal ambassador and the thank you mission are not active. Neither is the fist Wasteland mission. In otherwords, I am doing it, but my journal doesn't know.
Can anyone tell me what happens if you are past Mind Games?
