Decided to test around with lockbox items before joining a faction
A) Lockboxes can not be opened untill you have joined a faction.
Console packs, can be opened before your in a faction, and do the usual line
[RewardPackOpened] The Great Material Continuum delivers once more unto you. etc
but you get nothing, the box vanishes after opening.
