Is there any way on which Boff could get abilities like Torpedo Spread or Cannon Scatter straight at tier II or III at either Ensign or Lieutenant ranks?
My Ship's an Assault Cruiser, and its tactical stations are Ensign and Lieutenant, which means my Tactical Boff have access to these 2 ranks of active abilities only, and nor my tactical captain (level 50 VA), nor the Boff Skills Trainer, nor the Boff awaiting to join my crew have these abilities so developed at this early stage.
Any suggestions? Maybe a change of starship that could allow me to use these abilities at a higher rank?

There you go. What skills can be slotted in what rank positions you have available.
And that is why cruisers (except for fleet regent and excelsior) fail.
