Why is everything from the free Rear Admiral/Brigadier General ships all the way to the Fleet ships considered Tier 5? That seems a little. . .broad. The full Fleet ships ought to be considered a 6th tier, given their capabilities and stats.
Is there any particular reason why this is not so?

Cryptic stumbled onto this amazing IP that ....it turns out, people love. They then made a game out of it....great right? Well, after not too long, they realized how very little they actually had to do in order to still rake in the dough. So, eventually they just ended up cutting lots and lots of corners, not making/releasing new ship lines<the only consistently released ships are all lockbox> is just one of many of those corners they have cut.
In one word: LAZY. Theyt have been given all this power, and potential to make/do something truly great <I mean its Star Trek cmon! You can do anything with this> and amazing, but they not only squandered it in fact, it has made them really rather lazy, kinda like this guy-

lockbox and fleet ships are called/labelled tier 5.5 asfaik
The fleet ships are not true tier 6 in the same format they increase by at lower levels. they dont have an extra bridge officer slot, or extra weapon slots etc. they are just slightly improved tier 5.
but to be honest its just a name. when you think tier 6. you think its better than tier 5. when you think fleet ships you think its better than tier 5.
its just a name. does not matter what you really call it at the end of the day.
edit - there are also people that dont want to spend money on the game, so they get their tier 5 ship and dont want to buy c-store ships, or spend money on lockboxes or have a fleet. they just want to fly their normal tier 5 ship and not feel totally outclassed at endgame. if the paid ships were a true tier 6, then there would be further cries of 'pay to win' and people would get upset. (even more so than they get upset already).
