if you mix your damage types you're by definition reducing the amount of damage you do by a not insignificant margin.
Difference between a mark xii generic beam console and a mark xii disruptor coil is 10%. That's 10% of your base damage, which is what you do at a power level of 50. In reality it's a little less than 5% practical damage. And that's as wide as the gap gets with the best consoles possible.
Are rainbow builds sub-optimal? Yes.
Is a good player with a rainbow build going to make a bad player with a "correct" build look useless? Yes.

Which can easily equate to upwards of a 20% base damage difference, and when amplified by offensive Boff/Captain skills that turns into a very, very noticeable difference in output. Of course this is also assuming that the player knows how to handle their power levels correctly, which to be entirely honest is not something that a majority of STO's playerbase can do.
Nowhere did I say a rainbow build can't get the job done, the bar in STO's content is set so low that just about anyone with two firing neurons can complete everything (excepting Hive). But players need to know that going for said rainbow build will, by definition, represent a marked decrease in damage potential.
