I played a fair bit last summer and was in an active fleet that was a lot of fun. I came back to the game a few weeks ago and found that I had been kicked from the fleet for inactivity, but that wasn't that big a deal because the fleet had kind of died in my absence anyway.
There are ultimately two elements to a fleet nowadays:
A: the fleet starbase and all the goodies therein, and
B: a social network of people to play the game with.
I've decided that primarily what I want is B. The best part of being in the fleet back in the day, which I joined before season 6 started, was having a group of folks to run things with. We did STFs and Defera and then later we did fleet missions and Nukara together, and the guys I played with didn't mind coaching someone who wasn't familiar with that stuff.
Well, I don't really need to join your fleet to do that.
Since fleet starbases came out people have gotten obsessed with all the stuff a starbase can build and make, and people get picky about insisting members make contributions and restrict access to fleet stores... you get the picture. I understand the issues, really, I do. It takes a lot of work to level up a fleet and it can get very competitive. It's a big headache though and I don't really want the pressure. I do want some of the things fleets can give you but I'm in no rush. Building my old fleet's starbase seemed to gradually burn our fleet out.
If your fleet has a chat channel that would be enough for me to hang out with your fleet on a regular basis. I tend to log in late and sometimes find myself playing with Europeans rather than people from North America (I'm from Toronto) because of the time I am online. However, I only speak English, so other language-based fleets are out. I also often play while at work - this means that while doing so I can't use TS and
will go afk periodically, though I love using TS when I am at home - it adds a lot to the game. I also have a lot of toons (I like to try everything at least a bit); I play both Fed and KDF (though more KDF than Fed generally) so a fleet that covers both sides would be great. I'm 43 years old and prefer to play with more mature players, though I don't mind helping out other players who are less knowledgable than me.
Maybe I would join your fleet a bit later (I would like a tour of the starbase to see what a top level one looks like though) but right now I just want to find people to do stuff with. There's a lot of things in the game I still haven't done that kind of require a team to do them with.

Anywho, I can totally understand your reasoning behind wanting to not deal majorly with making a starbase. I take care of it on my fleet's Fed-side, and it is work to handle.
My fleet is pretty laid-back however, and we've gotten to the point we are by doing it on our own pace.
Well, we do have a Teamspeak server, we are an 18+ only fleet, though we do tend to sometimes get onto adult topics on there, just so you know.
Even if you didn't join us on Teamspeak very much, there wouldn't be any pressure on how much or how little you had to do.
We do nearly everything under the sun in the game though if of course people are on to do it. STFs, FM runs, PvP (I love going to Ker'rat in my B'rel), and so on.
In terms of the Starbases...our Fed side is a tier 4 SB, with tier 4 tactical and engineering, working towards tier 4 science, along with a tier 2 embassy with tier 3 recruitment and working on tier 3 diplomacy.
Our KDF side is a tier 3 SB, with tier 3 across the board and working towards tier 4 tactical. We also are working on our tier 2 embassy upgrade, and have tier 2 recruitment, and working on tier 2 diplomacy.

Decide for yourself if we're the kind of guys you'd like to hang with. All of us have KDF characters.
You don't even have to register to visit and you can read most everything as a guest.
If you want to post, you can register as a Visiting Diplomat, post in most areas, and we're okay with you not joining our fleet. I rarely ever send out bulk mail and I never, ever pressure anybody to do more than they're comfortable with.
It's just an out-of-game way to keep in touch and communicate.
