So its all about being allied right? Well, no, it isn't. Its clearly about getting one's money's worth in terms of having your cstore purchases be transferable to your new Romulan characters.
I'm really not enthused with having Romulans flying Starfleet ships. Sure, they will lose out on their racial bonuses for their own ships, but I don't believe that the min/maxing of stats is a priority for the majority of the community anyway. The real problem is losing any remaining sense of factional identity and cohesion.
So I suggest an alternative. What if Romulans could bring their cstore FED or KDF unlocks to life instead? As PETS. Essentially, a precursor to the inevitable rank increase and pet fleet control of Fleet Admiral. The alliance would be represented by having your Romulan be supported by that AI Defiant Retrofit you purchased on your FED character. Or that Corsair Flight-deck Cruiser you never fly anymore assisting you in your D'deridex?
This would still provide Romulans with a distinct "best of both worlds" scoop, but would preserve factional identity, the prime directive *cough* and the value of old cstore purchases.
I just cannot swallow the federation and KDF handing over ships to the Romulans, but not get the same access to Romulan ships.
Would not happen in Star Trek.
It would be a bad idea to give anyone access to Romulan ships right from the start, someone is supposed to actually play Romulans. If I could decide no one would fly ships from other factions.

House of Duras' alliance with the Tal Shiar. Romulan and Klingon Vessels became accessible to both the House of Duras and the Tal Shiar when they needed them. It's canon, and particularily showcased in many of the novels, which are also canon.

Dude, if I paid over $200 in unlocks, I wont even touch romulan faction if I can't have access to what I've invested in, I will not invest into a rommie character unless I know my investments are secured. Many, MANY people will be the same way.
If you don't want your Rom to fly a Fed or KDF ship then don't have them fly a Fed or KDF ship. Seems simple enough to me.
And let's not break out the canon sticks. Anyone who thinks STO is canon either hasn't really played much STO or seen much canon Trek. There's nothing canon about my signature.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

So, can Federation fly KDF ships and visa versa? I would love to fly my B'rel Retrofit on my fed character......

It wouldn't surprise me at all to see cross-faction ships show up in the C-Store at some point - much to the wailing of the KDF player base.

This is why, like I said, I'd let the Romulans fly those ships but have them get costumed as Romulan ships.
That way, it becomes, "The Federation shared some design schematics for consoles and systems layouts", not "The Federation gave them ships."
But dstahl's answer thus far is that Romulans are basically now the equivalent of DS9 era Bajorans.
The Vor'cha was supposed to be a Klingon ship the Federation contributed design input, hence the grey hull.
I'd just prefer that Romulans flying Fed/Klingon ships get a designated Romulan 3d model to replace.the Fed or Klingon model, albeit with Fed/Klingon hull color options.
All Romulan Destroyers/Dreadnaughts would become Scimitars, which would mean rigging up some animations for the Scimitar. All cruisers would become D'Deridex, which would mean Cryptic would need to rig up a saucer sep. All Escorts would become Mogais, which would mean Cryptic would need to make the Mogai MVAM capable.
Again, the idea being that these are Romulan ships that fill the role of Fed or KDF ships, with Fed or KDF design input, rather than outright gifted ships.
But Federation ships are demonstratated to be WEAKER than Romulan ships
thats partially true, the d'deridex for instance was tougher than a galaxy, but it was a true warship that was 2 times larger, and even then, it was only a bit stronger, as for the scimitar, it was basically some kind of superprototype ridiculously heavly armed(and probably VERY expensive) when it first showed up on nemesis(romulans sure are fond of making superships), as for the valdore it was never showed to be stronger than the sovereign, it seemed to be equal to one at best.
the only true warships the feds have are the defiant and its variants(and the kumari variants if you wanna count it too).

But I shall be flying a Romulan ship on Romulans as I fly Starfleet with Starfleet

Why not just simply delete them all once Romulans arrive and have the best of both worlds....
It would appear that Romulans are required to take a cloak boosting trait.
So if you don't plan to fly a cloaked ship, there's one reason.
True, but don't worry, I'm sure Rom players would make themselves go so low as to take low quality ships in favor of their own, or a Klingon Vessel.
The stupid die out??
