we have reputation projects that build our individual characters toward a goal that benefits them

We also have fleet holding projects that build groups of characters toward goals that benefit them.

What about taking it a step forward and introduce Factional projects which through player participation would unlock elements in the game for the faction itself? Clearly costs would be much higher than anything in fleet holdings, because we are talking about a long-term goal system for the faction in general.

The mechanics would work the same as holdings/reputation, but the delivery would not be through an interface and would essentially be transparent. Almost any system could be tied into it.

An example of how it could work is placing one of the old style deep space encounters that pull you in in close proximity to a planet. The mission giver would indicate that the planet is being blockaded and that it would require a protracted effort to break it. The goal would be an undisclosed (but ridiculously high) number of enemy ship kills. We're talking enough kills that it would take at least a week for the blockade to be broken even with hundreds of players engaging constantly. The result will be that once the "magic number" is achieved, the planet is no longer blockaded.

Another example would be a planet stricken with an ecological disaster requiring a protracted effort on the part of players to correct. Obviously this would be a ground event involving a lot of environment interaction... The DOff system could also be tied into a lot of the challenges.

There could also be events the system tracks that are not announced but used to trigger other events. Even something that tracks player traffic in sector blocks. if the percentage ratio of player traffic in an area drops below a certain threshold, then it would be like the area has not been patrolled enough and renegade/pirate activity in the area would increase, causing local star systems to petition the UFP/KDF/RR for assistance...

Trade arrangements can also be set up through this system. One planet might produce a certain commodity and have a trade agreement with the UFP or KDF for another commodity. For example medical supplies for Industrial Replicators at a ratio of 5:1... So for every industrial replicator delivered to that planet would grant 5 medical supplies. How the players gets the replicator is up to them. There would ne a quota that would need to be met (in accordance to the trade agreement). Diplomatic relations could break down if it is not met within an indicated timeframe, requiring diplomatic efforts to restore it. Diplomacy ground missions also involving Civilian DOffs would be part of that effort.

Some of these events would persist providing regular involvement. Others would go away once completed.

The cool thing is that those cooperative events that occur on New Romulus track general progress of the event within a timeframe. As different players perform an activity the event requires, the progress to completion increases. So the same mechanic could in theory be applied to a much larger scale.
