Still Not Getting It...

So I have two questions about this new Romulan faction and the fleets surrounding them...

1) Do Romulans eventually join a Fed or KDF fleet?

2) Or do Romulans make their own fleet and ally with a Fed or KDF fleet?

3) Or...how does the process work exactly?

So confused for something that should be simple...or perhaps I'm not reading the right materials. :(

    Per dSthal's post here, around level 10, you'll form an alliance. This should also open up the ability to join or create a fleet. If you create a fleet, you'll be creating a fleet within the aligned faction you've chosen.

    So in this forum, Romulan Republic players can recruit other KDF-aligned or Fed-aligned Romulans. Some fleets may also choose to allow Klingon or Federation members in it.
