I have a Qin Raptor for my KDF tac character and I'm looking for a build that will give me the max dps at the lowest cost. I only have ~4mil ec so I'd like to keep it relatively cheap. I currently have the current build:

Aside from upgrading your guns to higher purple types I can only suggest that you remove the torpedo tactical console and replace it with a disruptor console. The main bulk of your damage is your cannons and that one console buffs 5 of them. Your torpedo damage on the naked hull will be already quite good on it own.
Replace one of the engineering consoles with an EPS console. it reduces the power loss on your gun's fire thus increases your dps.
Science emitter arrays you better make them into romulan embassy plasma infusers. It adds damage plus better shield bonuses.
Finally, when you get to tier 5 romulan reputation, replace one of the rear turrets with a romulan experimental plasma beam array, the quantum torp replace it with the hyper-plasma and add the zero point console.
This gives you much better fore firepower and the beam array in the rear has a VERY heavy damage special dot attack that you use on exiting your attack run.
Boff powers: You only need one torpedo ability since you have but one torpedo and you don't need it to be high yield 3.. a mere high yield 2 will do nicely vs hulls.
if you can afford it I'd suggest to switch, because a ensign eng. is IMO the better choice (not so much of a "glass cannon" as you can use 2x EPtS and 1x A2S1 as instant hullheal)
And i would prefer Field Generators over Emitter arrays on raptors.

That is false. EPS does not reduce power loss from firing weapons at all for several seasons. It only helps with power recovery after a beam over load or switching power levels.
Thanks for the suggestions. I'm working on being able to buy fleet weapons, shields, consoles, and deflectors (my fleet has all elite except for weapons - almost tier V in all categories). My perfect weapon setup is:
I have 50,000 Dil (and growing) and 250,000 fleet credit so once I get access to fleet stores, I'll go basically all fleet.
I'll make some of the changes that cmdrskyfaller suggested, but I like my boff abilities thx anyway.

Lt Cmdr Tac: TT1, CRF1, Omega 1
Ensign Tac: subsystem target weapon or engine 1 (when you get rom. plasma beam array)
Lt Engineer : Emg to shields 1, Reverse Shield Polarity
Lt Science: Tractor Beam 1, hazard 2
The tractor beam will reduce the defense of your target to near 0 thus making your guns hit insanely harder.
