I got it....tested..didnt see anything

    Yes! It really does - looking at the console the effects seem minimal but when you're using it, it stacks and speccing into Flow Caps increases its drain - not sure exactly how much I get out of it but I'd say it's around +12 to +15 for all systems.

    Yeah, just make sure you have points in Flow Capacitors.

    Yes, it's good for boosting your systems but you're not going to be crippling your opponent with it - my Sci loves it for Aux skills :)
