The Federation is fairly fleshed-out as a faction, even if total game content is light.
The Klingon faction is not and has never been even remotely fleshed out.
I'm going to guess here that the Romulan faction is gong to require a C-Store purchase in order to play. It certainly will require at least the purchase of character slots for many of us.
So, since it's likely to cost us money to play as a Romulan (and I really would love to - always had a fondness for the Romulans), I'd like just simple "Yes" or "No" answers about the Romulan faction.
1: Is the faction fully fleshed-out, or will it be like the Klingons faction - with little to do and no real reason to spend money on any kind of expansion or character slots?
2: Is the Romulan faction considered a paid expansion?
3: Will existing members get a character slot to play the new faction, or will we have to buy more slots (or delete an existing character)?
4: When will we see server-wide events of Federation/Klinon/Romulan incursions into each other's space and allow for faction wars between players? (Just kind of throwing that into the mix, though I rather suspect I know the answer to this one.)

3. I think that once a faction can level from 1-50 using mostly story content, they consider it "complete". If you are expecting the same number of missions, ships, et cetera, then your expectations of a "full" faction will go unfulfilled. The Klingons, for instance, will never be completely equal to the federation, but if this expansion delivers what it promises, the Klingon's will have completed their transition from a "monster play" faction that levels via PvP to a complete faction.

I would imagine it will start similar to the KDF: a Tutorial and 6-10 core Missions. From there it will use existing FEs and the like to go all the way to 50.

You will probably get 1 free Rom slot just as you currently get a free KDF and free Fed slot.

That type of things sounds more like a Season 9 or Season 10 build.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

I'm not so sure, I'm scratching my head on how your personal timeline goes from saving the Romulan Republic to all the old FEs that happened before there was a Republic. Unless I'm missing something and you start waaaaaaaay back somewhere around the Romulan FEs.

As the FEs tend to give some of the best gear, prior to end-game, I seriously doubt the Roms would not be allowed access to them - and there are more FEs than just the Reman FE.
And, of course, since it is an MMO that never truly has an ending, you never really "save" the Rom Republic. You simply keep defending it.

Exactly! I don't believe the Rom content will be starting at a Fed's level 50 end-game Stardate. I assume Roms will start at an earlier Stardate and work their way toward having New Romulus, just as the Feds and KDF do.
