It's going to be free - it's to get new/lapsed players to check out STO and open their wallets for lockboxes, charging for it would drive people away.
Please join our peaceful protest to help make STO a better game

This here. It'll be at least up there with season 5 for the sheer volume of stuff dumped onto the C-store at once. Count on a full set of universal console ships for the Romulans and probably a few tier 5 ones as well. Not to mention fleet module ships. Probably a few mirror ships and their own version of the temporal destroyers.

Klingons starting from level 1 could mean a few tier 1-2 ships on the C-store for them.

New reputation of course means new dilithium demand. New holding remains to be seen, but if it happens would mean even more doff and dilithium demand.

Count on a new lockbox, too. Possibly even another all-the-boxes-at-once event so people can get them for their Romulans.

And don't think for a second that Fed players will get ignored. They'll get at least a ship or variant or something out of the deal.
