need help with a sci vesta

Interested in setting this up for crowd control/movement debuff. Would love ideas on how to set it up the right way. Particularly BOFFs and abilities, but generally any of it. (for PVP).

    Tractor Beam and Gravity Well 3 with graviton generators in sci console slots. Tractor beam repulse also.

    Cloaked tractor beam mines in an aft weapon slot and mine powers for tact bofs

    Maybe chron torps....
