Is the ground shield distribution officer working?

I ran some tests today with a green shield distribution officer (ground), causing weapon malfunction while using draw fire. It didn't work with my security escorts. Since no one would ever use this ability, especially on a tac (that's something tanks should get, not dps), is it working as intended? It would have some use if it could proc with security escorts, but it's not.
