EDIT: I've now found a setup I'm happy with but I need new active BOFFs and I can't figure out what to use. Help would be nice! This is a PvE build for mostly STFs! New Boff layout:
TT1, CSV1, APO1, APB3
TS1, CSV1, APO1
EPTS1, Aux2Sif
EPTS1
HE1, TSS2
Active Doffs:
Borg Space Warfare Specialist (+10% damage v Borg)
Warp Core Engineer (20% chance boost power levels by 25 after using EPTx)

Right, the JHAS was re-released and finally fell into my price bracket (been waiting for one for 6 months) so I snapped it up and have been trying to get it setup and working well, and I can't. I've tried a few setups but the DPS is average (8-9k) at best.
Originally I wanted to go full cannon build, but I couldn't find a boff layout that worked with it at all - I ended up with too many attack patterns because I couldn't think of any other way to arrange the tac stations. It's getting frustrating now so I'll post my build here and see what advice you lot can give me!
My old setup was the JHEC and I was getting 10-12k dps running a dual Aux2Batt setup which I absolutely loved, beautiful setup with a beautiful ship that really captured my imagination - I'm hoping I can get some ideas here that will spark the same feelings :P
Weapons:
Polaron DHC XII [acc][CrtH]x2 - Three of these
Romulan Hyper Torp
Polaron Turret XII [CrtH]x3
Kinetic Cutting Beam
Equipment:
Jem Hadar XII Set
Consoles:
Eng: Monotanium XII, Tachyokinetic, Borg, Zero-point
Sci: Field Generator XI
Tac: 5x Polaron XII
DOFFS:
Borg Space Warfare (+10% damage to Borg)
Warp Core Engineer (Boosts power levels when using EPTx)
3x Torpedo Doffs (Increases torp fire rate)
Try this for all DHC. Switch one or both rapid fire out for scatter if you need aoe, but you will lose single target dps so I only switch both out if guarding kang. You can cycle the 3 attack patterns back to back starting with Omega 3 then beta, then omega 1. Also I would switch the eng team out for aux to structural 1 so it wont interfere with Tac team.
Definitely drop the ET for A2SIF (you probably just forgot to do that because you couldn't use A2SIF on the A2B build). I would also drop the PH for TSS unless you're doing PvP, and if you're doing the double APO thing that I'm going to suggest as well you could probably get away with not having PH in PvP as well. If you're looking for tac slots a little closer to your current ones, you can try:
TT1, CSV1, APO1, APB3
TT1, CSV1, APO1
It's basically the same idea as marc8219's suggestion, just focusing on multi-target, more consistent DPS, and more team buffing. Or if you can get some of those TT CD reduction boffs you could do:
TT1, CSV1, APO1, APB3
TS1, CSV1, APO1
I'm not entirely sure how that will compare in DPS, and of course there are many other variations, but the main point is that you can use 3 attack pattern slots effectively.
Duh! Right you are, I had completely forgotten about A2SIF because I'm so used to running an Aux2Batt setup which renders aux powers useless. Thanks, I'll definitely try this setup out when I get home and see what it's like. Thanks!
It's still really not that great of a build compared to my JHEC, I can't get close to the numbers I get on that.
I've changed the build slightly, replaced both Omega1 with CSV2, and added in 2 copies of Beta1 instead - and using Omega3 instead of Beta3. That pushed up my DPS about 1k or so, but it's still less than 10k and I don't know why!
The JHAS is a piece of junk. Get a different ship. Just because it was rare, does not mean its the best escort anymore.
Fleet Defiant, Andorian Kumari. Choose one.
With all due respect, I disagree. The Kumari is a very excellent ship, I've flown and tested one extensively. Can get some very nice results from it, but the tac version is garbage. Using the science/engineering I got it up to 10k or so, but I get more power out of an aux2batt build on my JHEC.

I now use:
TT1, Beta1, CSV2, Omega3
TT1, Beta1, CSV2
Instead of:
TT1, CSV1, Omega1, Beta3
TT1, CSV1, Omega1
Which has helped a bit, not but not much.

Fleet defiant has a horrible boff layout IMO.
