After figuring out other parts of the build, setting up the Engineering Bridge Officer slots seems to be the most troublesome. It seems you are stuck with a lot of skills that share the same cooldown, or skills that have situational effectiveness.
I was trying for having limited shared cooldown skill layout, but failed.
Mostly for PvE.
Anyway, here is my current build, only die to borg invisi-torps, but feels bland.
Commander:
1. EPtW1
2. RSP
3. Aux to Dampners
4. Aux to SIF 3
LT. Commander:
1. EPtS 1
2. EPtS 2
3. Aux to SIF 2
(prefer not to fly a ship with an extra ensign slot)
Boarding parties seem ineffective, and Aceton/Extend/Plasma seem highly situational.
Ideas? It just seems odd that so many builds end up wasting slots to the shared cooldowns.
Ewp is fantastic especially for pinning all these speed tankers down

One of them was supposed to be the Aux to Whatever enhances turn rate/flight speed. Dampners... I'll fix it.
