Returning Players and the Klingon Faction

I decided awhile back that I was going to return to STO and that will most likely happen today or tomorrow, when I get a new computer. In the past weeks I have managed with the help of customer service to identify and recover my old account, on which is a KDF character anywhere from level 20 to 25.

Back when I created this character, all that was required to unlock the KDF was a level five Federation character, which at some point I apparently deleted. I understand that to access Klingon gameplay now, one must have a Federation character at level 25. My question is this: Having unlocked the Klingon faction prior to the changes and having a Klingon character at perhaps level 25, when I return will I be able to create another Klingon? Or will I have to first level a Federation character to level 25 to unlock something that I had at one point already unlocked?

Any help is appreciated!

once unlocked you don't need to even have a fed character, create KDF toons at will.

Yeah, any old KDF chars will need to go to the shipyard to get a better ship but...
