Shield Charges & Hypos

How do I obtain (ground) healing things like Hypos and Personal Shield Charges?

Is there any way to obtain them other than "winning" them in battle? Which is to say, can they be purchased somewhere?

    Ensign Leesa at ESD, Romulan vendor at New Romulus and various vendors on DS9.

    All sell for low amounts of EC.

    If I remember correctly, you can also get them 'crafted' for you from NPC contacts within your starship interior (like the Medical officer, or engineering officer) using Duty Officers. Although its always felt easier to me to just buy them from a vendor.

    You can get ground and space comsumables at all of the major social hubs (ESD, K7, DS9, Qos'nos, Granalda, etc).
