How exactly does one get the daily for this that gives fleetmarks? I did the first one other day that rewarded green armor or something like that, had a long cooldown on it, now there is nothing showing the mission for fleetmarks.

    The daily is randomly given on some days. You must be Vice Admiral to have access to it. It will say (Daily) next to it. There are 2 versions, the daily and then the original mission. Also it doesn't always pop up each day. There are 3 possible fleet action dailies, Big Dig, Scout Force, and Gorn Minefield.
