What if instead of a new tier of ships they'll give us some way to customize the ship stats?
The ships bought from the C-store could be modified (to a limit of course) in terms of durabilty, shield strenght, turn ecc. Also the boff layout of some ships can be modified for example turning an ensign slot into an universal (who wants a tactical ensign on the defiant-R?) or even having the possibility of having more of one commander active on your ship. This could also apply to the number and type of consoles or including some toy console in the ship as ability.
As I see it customizing ships could be a nice way to go and it could help some ships that aren't particularly brilliant at the moment such as the galaxy-R for example.
These ships could make up the new 'tier-6' without making the normal tier-5 ships obsolete.
I think we are missing something here. While I agree that fleet level ships are already like Tier 6 I cant help but notice one big difference that defines the tiers. The boff layout. If we get promoted to Admiral then we can promote our boffs to captain giving them a 5th level skill for ground and space. All current ships would either be obsolete from the lack of captain boff ability or they would need to be updated.
There is a flaw in your logic.
We've already been promoted to Admiral twice (three times if you count the two halves of Rear Admiral), and our Boffs didn't get Captain abilities.
Furthermore, it doesn't make sense to promote an officer to Captain and still keep them as a first officer, rather than giving them command of their own ship.

We were promoted from Rear Admiral Lower Half (1 pip) to Upper Half (2 pips) to Vice Admiral (3 pips). We have yet to be promoted to Admiral (4 pips). After that is Fleet Admiral (5 pips).
Also if you go to promote a commander boff it says it cannot be promoted until the rank of admiral which is the next rank. There has also been many times where Cryptic has talked about using our other ships in dry dock as an away team in space that we get to deck out. so our promoted boffs would not half to be first office.
Also in the TOS movies Captain Spock was still Captain Kirk's first officers. Even Scotty became Captain somewhere along the line.
If we do get a level cap increase, then I imagine that we can get Tier 6 ships, but we can promote our bridge officers to Captains. These Captains would pilot our ships that are currently docked, but they will be only up to Tier 5.5. There will be assignments similar to duty officer assignments except you send a ship instead of a couple of duty officers. There also will be the option to have your fleet fight with you in combat. Kind of like away teams in space. Endgame STFs might require 5 fleets where each Admiral controls their own fleet. This way our Tier 5 ships don't gather dust because Tier 6 ships are available. Fighting with your fleet might require restricting it to certain mission content like specific STFs and specific PvP content. Would be interesting to have 1 on 1 duels where both sides bring their own fleet.
