Well I have tried both the Fleet Ambassador and the Fleet Excelsior in Elite STF's. Both have their benefits. The Fleet Excelsior offers increased maneuverability and firepower. While the Fleet Ambassador offers increased crowd control abilities. In my opinion while the DPS is lower in an Ambassador, its ability to crowd control enemies with warp plasma and gravity wells make it a preferable choice in elite STF's.
A cruiser will not match an escort with its damage potential, therefore using its CC abilities make it superior to DPS cruisers in elite STF's. It can tank a little, and it can crowd control well. In my opinion, if you like cruisers this is the ship to be in.
I agree. I mine opinion this is the best all around cruiser after the Oddy. I was going to get the Fleet Galaxy. But I am so glad I got the Ambassador instead.
The FAC, FSCR, and FAHCR are all fantastic ships. I own all but the FAC, but will get it once our fleet reaches T5 shipyard (Soon).
The Fleet Ambassador is probably one of the most balanced ships in the game, it has useful boff slots in every level, and if you go with the universal as tactical you can chain some nice tac skills (and with the other boff slots you can chain everything else you might need).
The Fleet Excelsior is nice because it has a high level tac boff slot but it has a little too much engineering. It's good for spike power instead of constantly being powerful.
The Fleet Regent with its universal LT. has the possibility of being a very tactically focused cruiser if you can build it without needing science skills.
My Romulan Liberated Borg character made it to Level 30 and beat the (old) Defense of New Romulus with the skill point bug.
In a thread where the OP asks for help choosing between A or B, you suggest C?
Seriously, if it's like that, I think the OP should get a Jem'Hadar Attack Ship, since it packs much more firepower than the Fleet Assault Cruiser Refit. Amirite?

I love my new Fleet Ambassador. But as a Galaxy Class fan I have to say that the Fleet Ambassador is what the Fleet Galaxy should have been.
The Fleet Excelsior with more engineering helps you tank more but the Lt. Cmd tac only goes fo far... consistent DPS helps.
The 4 tac consoles are a deal maker for me
The 4 tac consoles are one thing, the tactical LtC is making it realy good,
but the one thing that makes it a killer is the extensive engineering boff stations wich allow you an Aux to Battery build AND have aditional healing abilities.
I've got both ships and I have to say they are very closely matched. I used the universal lt station as a tac and with the right duty officers I haven't lost my ability to tank. I think overall the excel still does more dps because of its 4 tac consoles. In all honestly either ship is great. If you want pure damage go excel. If you want a little more flexibility go with the ambassador.

That is all.
