I was in a Federation starbase Fleet alert, when my Jem'hadar Dreadnought basically got disabled during the siege group. I was losing health, but then all of the sudden all my heals and abilities went on a 2 minute cooldown. Then, about 15 seconds later, I couldn't shoot my weapons, and then, about 5 seconds later, I couldn't put out any more fighters. I could still turn and move my ship, but it was just begging to be killed. I checked my list of abilities that were on me ATM, and there was nothing but the usual things from my jem'hadar set....
boarding party and viral matrix do this as well. make sure you always have an engineering team on a boff as that is the only thing that cleans viral matrix, and tt cleans boarding party. engineering team also cleans the tholian debuffs.
From what I can see, the devs have no grasp of what is causing this. I suggest they roll back every change they made, one at a time, and see what happens.

The Tholians have torps that can drain your weapons and engine power. A high yield shot from one of those can disable both of those systems.
As for other bridge officer abilities, the only thing I can think of is subnucleonic beam. I'm not sure if the Tholians use that or not.
Subsystem targeting also has a chance to disable a system. Maybe they used beam target auxiliary?
And then I crashed to desktop with an error saying that the Direct3D driver ran out of memory...
Time to revert the patch.
It's a bug, not a game mechanic.
It's absolutely every ability you have going on a 2min cooldown all at exactly the same time.
Hrm... do any of them use the Marauding Force hangars? Their Boarding Parties aren't cleared by TT last I checked.
What made it worse was I couldn't fire any weapons.
