I've never heard of any bugs attached to that assignment.
It is probably one of the easiest ways to get large numbers of fleetmarks. I would say it's definitely worth it. You don't have to get all the commendation categories, you can focus on the easiest ones for you to accumulate points in. For me I've found Development and Recruitment to be easiest, but that depends on which assignments you prefer. The assignments are repeatable and you can continue earning commendation points, so with the right doff assignments, you can do a category every couple of days. The basic reward is 75 FMs IIRC, and you can crit up to 100 FMs, which is really easy to do if you assign the right DOFF.
Keep an eye out for high value assignments, there are a few that regularly award over 1k CXP on success, without a crit. Some of these can be quite common too.
No bug, but the recommended DOff will never be the one who will give you the highest Crtitcal chance. Make your own choice
Yes, now that you mention it, this is probably what was being referred to. On "no-fail" assignments, never go with the Success traits as doing so will actually only serve to reduce the chances of a Critical Success.
As for the reward/effort, for me at least it's really just a way to find something useful to do with your CXP once you max out a category. Engineering was the first category I maxed out thanks to all the 50-dilithium assignments, and those are still among the most common assignments I run, so I have enough CXP to run the Commendation Report assignment every now and then. I probably wouldn't bother to max out CXP categories specifically for this assignment, but it happens naturally as I run the assignments for other reasons.

It's not that hard, you just gotta keep an eye out for the right assignments, don't bother with the ones that just give you 50-100 CXP for several hours wait, and remember where the best assignments spawn. Starfleet Academy, Earth Space Dock and Sol system, for example, are the most common places to find Development assignments, You get recruiting points every time you run any assignment that will give you more doffs, or remove them from your roster, such as the Duty Officer Exchange, Reassign under-performing officer or the Duty Officer Cadre assignments from the personnel officers. The Exchange and reassign assignments in particular are what many refer to as the "doff grinders," because you can feed doffs and a small amount of dil into them and generate lots of CXP with very short timers and no cooldowns.
