Fleet Starbase Tier 1

Our new Fleet has completed several Military projects but I still can't get a project to upgrade to tier 1 starbase. We already have over 1000 xp so is there any other prerequiste?

    open the starbase look on the 4th row in there you will find the upgrade project

    Isn't that the special projects area. I thought upgrades was the row above it.

    You may want to try and level up engineering and science as well

    Did you do the Tier 1 upgrade for military?

    You have to have at least one of the areas at Tier1 before the starbase can be upgraded.

    This is probably the issue.

    Look at the bars: You'll notice you're not getting Starbase XP from projects, but Military, Engineering, and Science XP.

    Reach tier 1 military, and you'll unlock the military upgrade. The military upgrade will give starbase XP, which will then unlock starbase tier 1. This is why it takes 250,000 XP to reach tier 5 in each track, but only 13,000 to do so in the starbase itself.

    IIRC You need to do your Fleet Shipyard Upgrade in order to qualify for the next tier up.
