I suspect that we wont be permenantly aligned with any of the political factions, but instead play as part of the fleet, who are likely to be opposed to the tal'shiar + possibly sela, and courted by D'tan, which puts them in a similar position to the Feds/KDF on new romulus.

Hirogen (+ ships, all/some c-store?)
Suliban (with the/a Helix serving as the Fed/KDF neutral zone space station + adds more ship variety)
some new C-store kitty (Kevrata?) (that can swap parts with the others if you own them)
Yridians (because someone needs them + at least one is known to be trusted to some degree in the RSE)
other possiblittys;
Smooth forehead Romulans, as either Rom/Vulcan halfbreeds or named as Debrune
(which would also explain smooth heads in control during TOS and them becoming an underclass by Hobus)
Thallonians (for reasons mentioned earlier + posibly some variant of the mirror Excalibur from the books)
the Tarlac and the Ellora (the 2 races enslaved by the Son'a, which could add Son'a ships to the RSE)
could be a functional counterpart to the Nausicaans.
Humans...well even 12 years after his defection Stefan DeSeve was still only enlisted.
Which means even Harry Kim was promoted faster than this guy.
Assuming we get a Tal Shiar-style faction I don't think they'd let a human command one of their ships.
They'd only let them do menial tasks.
So I think humans would only work as purchase BOs (like the Aenar) or as DOFFs for the Romulans.

So you have the Remens as Shock Troops and the Flaxians as disposable assassins.
