The email as I sent to Stahl. I figured it might be wise to open up a discussion on the concept here in tandem with the emailed suggestion so that if the idea is looked at, they can look on the forums and gauge our opinion on it a little better. Naturally we don't represent the whole, but some idea is better than none.
PS: I apologize to lolimpicard, I spent quite a while working on this and totally forgot to slip in the credit for your formatting input. But I'm doing it now. Please don't be mad.

Lockboxes present a profitable and effective way of increasing diversity in items and ships in-game. So far, they have mostly been used to offer access to items and ships factions outside the existing two, with the exception of the Temporal Lockbox.
It's the Temporal Lockbox that serves as the foundation for this little suggestion. Utilizing the faction-neutral delivery tech to give out faction-specific ships opens up an opportunity that previous lockboxes prove is viable; offering niche market ships and items in a profitable manner. Knowing it can work, you can use it to do something you and the rest of the team have expressed desire to do. You can expand the alien races within each faction.
I call this concept the Versus Lockbox. (A less adversarial name might be in order to better match Trek spirit, of course.) Each would be themed around two alien races, one from each faction. For example, a "Caitian vs Ferasan" or "Vulcan vs Orion" lockbox.
High-end content like ships would be split down the middle, distributed similarly to the Temporal ships (both faction ships in one tradeable box). For example, a Vulcan Escort with an Eng. lean, and an Orion Escort with an Eng lean and a hangar slot. The Lobi Store could offer Cruisers that mirror the Escorts (that is, with a Tac lean) in the same way the Temporal Destroyers mirrored the Temporal Science ships. The Lobi Store could offer a special Orion hangar pet and a console for the Vulcan ships that allows them to launch detachable pets ala D'Kyr.
Low-end items would be split in visual theme but almost universally available to both faction. For example, a Vulcan-style hooded robe would be offered alongside a "dancer's skirt" complete with wrist decoration and jeweled anklet-style sandals, open to both factions. The Lobi Store could offer
Weapons could be divided by space and ground; say, all the Vulcan weapons are ground, and all the Orion weapons are space. So as not to leave fans who want the opposite high and dry, the Lobi store could offer a Vulcan Disruptor Array and an Orion Pheromone Gun.
If you've read this far, thanks for your time. I hope this is at least looked at, if not considered (and if someone hasn't kicked this idea around the office already).

My first real suggestion and I screwed it up.

Well, probably a combination of reputation and omega force
I did?
Maybe I was unclear somewhere. My suggestion wouldn't offer that at all. It would be a faction-neutral box that would only give a faction ship to a player of that faction, just like the Temporal Science/Destroyer boxes from the Lobi Store and Temporal Lockbox.
So, if there was ever a BoP in a "Versus" lockbox, only KDF would get it. Feds would get a tugboat or whatever the opposite in the theme box is.

I appreciate the level-headed response, though. This is the kind of feedback Cryptic needs for these decisions and considerations.
I suppose it depends on how profitable the Temporal box was as to whether they'd be willing to double their workload. Considering the staffed-up team, though, I doubt it would be that much trouble once some hands are freed up after whatever May's big Romulan-related thing is.
I understand the hostility and don't make the recommendation lightly. Most KDF ships are already pay-only, adding a lottery aspect will be a reviled maneuver, but considering the KDF's long-standing state of being, it may be the only way many alien ships get added to the KDf roster to start with. It's not ideal, but keep in mind, ALL ships given out this way will be tradeable in box form, meaning if you have the EC for it, you can get them without paying a penny.

"Retrofitted Dorsal Carrier"?
Sounds perfect. In the example in the OP, that could easily qualify as the Lobi Store ship. Looks kinda neat, too. I'd expect it to be pretty big.

I would like to add costumes that could be used by both factions out of the same box, and then that would be just snazzy.
But it could only equip Omega Force or assimilated engines/deflectors/shields, because neither side trusts their tech secrets in the hands of the other's Omega Force members.
But, a Defiant-of-Prey would be awesome.
Most of them would be. "Vulcan robes" might not look so vulcan in bright red, for instance, and the hood would ideally be useable with standard costumes, so hooded Letheans!
The only specific ones would be if a new bikini top was included for Orions or an IDIC belt for Vulcans.
Other races might have things like generic armor, belts, and sash types, maybe even full suits.

It would be a perfect choice: the design was retrofitted in the 32nd century, which means it's an older design, it's a cruiser, the design is wonderful, and it should be HUGE.
