Liberated Borg Doffs from Roxy

We used to get Liberated Borg Doffs from Roxy at DS9. How come we are not able to get those same doffs with the omega reputation systems?

    I would be interested to know, the whole Omega change has me a bit confused.
    Also how do you use the birg salvage now?
