I am looking for some advise from fellow TACS or anyone else for that matter on two issues i am struggling with. I am trying to make the move from playing mainly PVE to more PVP and i have been surfing the forums and all of the supporting sites/links for creating the ideal TAC officer that can switch between an assualt cruise and a escort (mainly a Defiant-R or a HE-Carrier).
Weopons loadout is currently:
3 AP arrays, 1 WA Quantum forward
3 AP arrays, 1 REG Quantum aft
My question is on my BO skills loadout. I currently have the following stations that im am trying to maximum DPS/Healing out off but transferable between a AC or an escort. Both vessels are set up for arrays/torp and cannons/torp.
AC
Lt Com Tac: TS1, APB1, HYT3
Ens Tac: TT
Com Eng: EPTW1, EPTS2, APTSIF2, and EWPC
Lt Eng: EPTS1 and ET2
Universal Lt Sci: HE1 and PH2
or
Lt Tac: TT1 and BO2 but im still undecided
Now if i want too switch over to a HEC or a Defiant-R then i am looking at a different bridge set up which i do not know which skills i should have two versions of such as EPTS 1 and 2 or just repeats of the same skill such as TTon my BO's. Another question is which AP is better and that can be used for either vessel type APB or APD?

AP Omega is favored to nullify tractor beam holds, but AP Beta is nice for buffing the whole team's damage. As far as I know, AP Delta is not favored so much. If you can have only one attack pattern, Omega would be the choice.
I notice that you have hazard emitters 1, and polarize hull 2. I would reverse those because the healing is better from HE 2, and the difference in PH 1 has never been noticeable to me.
Perhaps someone who knows what they are talking about will now chime in.
to call one AP the best, is probably only deserved by AP omega...however it is not the best in regard to dmg or resistance. Omega is the most versatile.

Swap out your beam arrays for DHCs when you're in an Escort.
DHCs are the premier damage dealing weapons in the game, and they are a Tac/Escort's primary strength.
For PvP you will want to drop those AP beams in favor of ACCx1 Beams at the barest minimum, with ACCx2 or higher being better (ACCx2 is usually enough). I would try to get ACCx2 weapons even if it means you need to drop down to MK XI purple.
As to your thread question, Attack pattern Omega is the top BOFF Attack Pattern for PvP with APD being a very solid choice too (you can toss it on teammates or use it in between APO cooldowns).
The problem with Delta or Beta is they have an extremely short duration and they only apply hull resist debuff not shields (just like disruptor proc).
So, if you use Omega it will buff all your weapons for 5 seconds from the moment you click omega. OTH Beta/Delta timer begins when you hit the target (or it hits you in delta's case).
The difference?
Start attack run on target->fire one volley at its shields so they get hurt ->click omega and for the next 5 seconds you literally are tossing buffed damage at a weak shield and naked hull not long after.
In contrast,
Click Beta and the hull resist debuff effect applies for 3 seconds. 2 of which you'll waste doing unbuffed damage to the shields that have no resist debuffed to bring them down. Granted, you could fire a burst first and click Beta and do the same trick...except that Beta at that point is no longer as useful as omega to counteract return fire.
I carry both on my escorts though. Beta can be quite useful in situational circumstances...like the shields are down on a tac cube and you got a nice, clean shot. Beta will do more damage than omega at that point.

Delta also provides a hull resist to self/ally, while debuffing whoever is targeting them. This is why it takes second spot after APO for PvP.

The main issue with their debuffs is that they are cleared easily and frequently by TT, so the window of opportunity is very tight, again why APD shines with it's self/ally hull resistance boost.

For STFs Beta is easily the strongest attack pattern, Borg structures do not have shields and beta benefits your entire team, all of their pets, all of their damage abilities be they from Sci powers, consoles, torps, mines, beams, cannons, etc.
Buffing yourself for X% damage vs. buffing 5 players by reducing the target's resistance by X% will always see the debuff pull ahead as it's a force multiplier.
It just requires a more team focused mindset over a selfish one.
I didn't recommend APB to the OP because he is asking about PvP.
APO first. If you have room you get Delta as well. You get Beta if you're part of an active team.
APO is simply the best trainable in the game. Hands down it is the "All in One" button.
Delta is your second choice because it does provide you with at least a hull resist bonus. And you can place it on a team mate. And it will debuff anyone that is attacking whoever has the buff. So it is somewhat more versatile than Beta.
Beta is great when you're getting very good at counting other players or teams buffs, and can place it on a target that isn't going to have a TT available to clear it, and you have a team ready to take advantage of it. So sure, an enemy could clear his Delta debuff OR his Beta debuff, but he CAN'T clear the BUFF that Delta gives to you or to your teammate. And that's why Delta is a bit more versatile.
Two TT's are always a good start as you seem to already know. It is a great way to keep your shields balanced when manual doesn't cut it. So your cruiser could have TTx2, Delta, Omega.
Just two of the same or two different Emergency Power abilities. That's sufficient to keep very high power levels.

Anyhoo's thats a start for your cruiser. You've likely noticed its lite on Sci and so far your only out from the defensive crit death called Tractor Beams is omega. So you may want to keep the PH. That leaves HE as required for clearing the SECOND defensive crit death known as Warp Plasma. Be REALLY sure not to waste those two abilites on general heals or resists. Keep those things in mind. Keep the usage of TT in mind. Go play with a friend, have a ball, and maybe hit up the PVP forum. I hear they have some sort of boot camp or something.

And the consideration of UPTIME would be somewhere close to the bottom of the list of metrics that you would weigh.
One of those patterns requies a high degree of team cooperation to be at its finest in PVE or PVP. That would be Beta. Here's a fun bit of math for you. "How many guys do I need shooting at a target with a hull debuff, if that target still has shields to match the damage increase over myself just using Omega?" I bet its more than one!
Delta shares that limitatation, but it does offer something of a buff that can be used on ANY player, not just a coordinated team. So in a free for all prefer that to Beta.
And Omega is quite frankly a Key part of any alpha strike. And it provides the best combined defense, movement, and damage buff in the game. A ship using omega isn't sucking up a lot of heals and resists from healers. That's a part of team play from the most organized down to free for all.

Uptime considerations absolutely have to be taken into consideration when it comes to ability choice. Is it going to be a deciding factor in most cases? Probably not. But it is definitely something to look at.

Given the fact that this person is using beams on their escort, I'm going to assume they're not PvP-ing much. (Beams have no place on escorts, especially in PvP) It is essentially saying, "Meh, I wanna be squishy and I really don't care to do a lot of damage. Infact I wish to be a martyr for the cause of "doing what I like". (Savor the flavor of that for a moment. Slightly harsh, yet very truthy, should go down easy.)
In regards to the AP convo, it's a VERY tough call. It is somewhat subjective and very situational. I think a lot of good points have been brought up regarding the different AP's including their positive and negative aspects. At a certain point, OP has to take this info and choose. I believe we may have reached that point... Red or blue pill?
