Just buy them from the fleet store. Really are cheaper than going through exchange in my experience. Take Anti-Proton for example... And all is XII variety and in my opinion inevitably cheaper.
Of course, it all depends on what level your fleet is...

I am looking for Common mk XII gear. Not Purple, White.
It was suggested in zone that I run Foundry Missions on Elite Difficulty. This netted rewards in the XI range, with modifiers. I want to get stock, XII gear, not XI modified.
common xii gear is only in loot drops no place to buy other then the exchange or from a frengie lol (lil joke) but you could do gorn minefield not the same as it used to be with so many ships and a whole load of fun oh and the heavy tricobalt launchers was awesome giant booms of one of them hitting ya woohoo anyway... but theres still alot of drops if common or not is always random but just destroy them first to make sure you get any common since its not on shared need or greed or pass but on the minefield i've gotten good common gear torpedos with 60 crit severity ect from there. good luck
There are no even number stock gear available from any of the vendors. They all sell odd number marks (III, V, VII, IX). As far as I know, there is no stock XI vendor, but I haven't really looked around that hard. But even if there was, it would XI, not XII.

Just honestly curious: why don't You try to get uncommon (green) or rare (blue) X or XI or even XII gear? Which would be better than the common (white) XII gear in most cases? As the weapon attributes do not seem to matter to You, You should be able get Your hands on something better easily.
Unless You have a specific reason to go for the common XII gear, that is.

Yeah, I can't help but wonder this too. Isn't MK XI Green the same as MK XII White?
I specifically want common XII gear. I understand green quality is "better" but I want this specific gear. So far the only way I've managed to find them is when people list the gear on the exchange.

There seems to be a slightly higher chance to get Common (white) MK XII gear in a group of five players whilst doing missions (especially patrol missions come to mind). I'd ask Fleetmates doing the Romulan reputation-system if they could save me a few weapons should they chance to meet them as most other players will be simply selling that loot. I for one needed a rather empty inventory when I did the Tau Dewa patrol - and there were always a few MK XII commons in the loot. Albeit sometimes with the modifiers, though.
There will be a level cap raise this year near Christmas, as far as I know, and then you can get MK XII from any enemy in any area since they level up with you to 60.

My first thought was that you were going to be doing a load of testing, hence the gear without modifiers. But you said that you were equiping older ships. Anyway, if you are doing testing, please be aware that Borticus (and a Dev) have confirmed that not all modifiers are being applied correctly when used with all powers. Fire at Will was the one power originally identified, but it did sound as if it might not be an isolated case. So if that is what you were planning on testing you might want to hang fire for a bit.
And if you were just setting up your ships this way on a whim, hopefully the community can help

are you trying to collect these items for other characters of yours or are you trying to collect to do stfs on elite with common gear in pugs which has been an well more of a common thing(pun intended) trying to make them harder for thoses who rush through them in 6 8 minutes?

Interesting why is that? More modifiers normally = better weapon.
For MK XII gear to go N'Vak system on the KDF side. its the KDF only version of Kerrat so it tends to be deserted. Just go and complete the mission and get the gear. (Be warned its a KDF vs KDF area so random players in BoPs might jump you from time to time).
My Romulan Liberated Borg character made it to Level 30 and beat the (old) Defense of New Romulus with the skill point bug.

Picked up a [Phaser Beam Array Mk XII] for 200k EC
One person in zone suggested camping in kerrat, so i spent an hour in there. Managed to pick up a [Regenerative Shield Array Mk XII]
But that's not what I was looking for, and it took an hour to get.
