Plus it's TRIBBLE for PvE. FBP2 is a straight up waste of a valuable slot 75% of the time, it's only worth having when a target that actually shoots back is shooting at you, and doing its damage with energy weapons, and that doesn't happen much. Tractor Beam is usually a waste, it's a single target hold where enemies either have negligible defense or are in groups that all need to be stopped. Rear torps can't be brought to bear at the same time as fore weapons and abilities on most enemies, so better off running turrets or mines there. And a build that relies on shield bypassing like that is not worth doing in most PvE anyway, the shields will go down before a target dies, so you're just gimping yourself if you rely on the weak things that can bypass shields. Really, if there is anywhere in PvE where there's a solid role for sci ships, it's probe duty on KASE, and that build won't do it well because it lacks a way to strip shields off multiple targets repeatedly. My outdated Recon build would do a better job, because it has CSV with single cannons to drop the shields followed by a [Borg] Quantum Spread for the hull, with a GW3 to hold them in place.

Of course, you'll have to adapt the build to suit your ship. If you bothered to read, it was based on a Wells/Korath-class ship.
I agree with glassguitar's stance on Sci ships. Anyone can build a good ship using the free RALH ship and white Mk X gear. If you're having issues, it's with how your Boff setup/Consoles/Equipment/Spec are conflicting with one another.
Granted, the Vesta may not count as your typical Science ship, but I've been able to squeeze a lot of damage out of her, just by having a good synchronicity with my Boff abilities, console choices, ship equipment, and the ship itself. Glassguitar can attribute to that - I flew with him in Gorn minefield at least thrice, with a bunch of other non-PUG players, and I got first place twice and second place once. It's quite possible to have a good Sci-ship build.
And a "good/bad role" for sci-ships? No such thing, it's all how you use the ship. If you try to fly as an Escort in a Sci ship, you're not going to be a good Escort, because you're not one. Sci ships are a different caliber from other types, and it requires a different style. You have to adapt to the ship to reap the results.

I agree with glassguitar's stance on Sci ships. Anyone can build a good ship using the free RALH ship and white Mk X gear. If you're having issues, it's with how your Boff setup/Consoles/Equipment/Spec are conflicting with one another.
You misunderstand me, I know how to build a competent science ship (To the point that I had a good patrol escort at my mercy, it was just that the mirror DSSVs lacking DPS took a while to finish the job), I even got a tac in a Vesta to out-DPS PuG tac/scorts using beam arrays (That scared the guy who flew said Vesta).
The point I was making is that the build he gave would not fit all science ships as he said it would, my stance on sci ships is that they are ok and their skills could do with de-nerfing, I don't really want more damage from my sci ships (My eng in a fleet Nova can rip things to shreds with ease) I just want sci powers to do more on their own.

The build won't fit any ship unless you adapt the template to whatever ship you're flying (in my case, a Multi-Mission Strategic Explorer, in your case, a Fleet Science Vessel Retrofit). And if you feel that the Science powers aren't strong enough on their own, that's an issue completely separate from ship builds. That has more to deal with ability balancing.
By the way, nice choice of ship. I always loved the look of the Nova-class.
