New NPC on Dilithium Mining?

So a fleetmate showed me a NPC on the surface of the Dilithium mining instance. It is a Ferengi in a EV suit from the FDMAA. What is this? A teaser of new content? A big mistake? Something just to mess with us? Please, devs, let us know.
