I bought a respect skill token. I go to the skill trainer at the Earth space dock. I hit respec and in bottom is says respec token 1. I reset my skill at levels to what i want but the accept button is greyed out and never lets me complete my respec.
I fly a all cannons turrets no torps tier 4 fleet advanced excort.

The respec question belongs in the Academy sub-forum. I don't use a lot of respecs, but I suspect the basic problem may be that you haven't spent all of your skill points.
The build question is fine here, but you might get more feedback in another sub-forum like the Character Builds and Powers forum.

you need to spend all of your points sadly. so if you have 500 lingering points, because you specced somehow differently, than you have to take away a higher or lower level power in favor for another power, that would max out your xp limit

If you plan to use torpedoes you need to pull some still points from elsewhere. Personally, I would suggest, pulling from starship intertial dampers. Also if you plan to use an energy type other than tetryon or polaron, then you won't need the skill points in flow capacitors.

Any suggestions on this skill build lay out?
You have to spend points in your ground skills, 25% percent I believe.
Keep in mind that there are diminishing returns the further up a skill you go. Basically the first three pips will give you +18 to a skill, the next three will give you +10, and the last only +5 per level. So you maybe better off saving a few points by only putting 6 points into a skill and spending the points elsewhere. Example: Instead of maxing Engine Performance place three pips in Inertial Damper, you'll get +54 to resistance holds, repel, knock, and slow versus only a +15 to engine performance.
I can't really give you any specific advice as I don't know what type of captain you have (Tactical, Engineering, or Science) or what Bridge Officers you have. Looks like your flying a escort based on your build. I'd go to Sto academy and check out some of the builds there.

STO Academy has a build finder that shows build based on faction, career and ship, So you can search for tactical advanced escort builds and see what other people have put up.
Actually there is a problem with the respec system. I went to respec my KDF engineer just a while ago. The ACCEPT button stays greyed out.
Before somebody does the cliche "make sure all your points are spent...etc..etc", I know how to respec in STO. I just did my Fed SCI captain last week for that matter. All points are spent, ZERO remaining. Respec tokens remaining THREE.
I have a problem too. I change change my skills, hit the accept button and a few seconds later my respec token is not used and the skills are reverted to what they were.
