What is a "fleet ship module" and how do I get them? (I guess that's two stupid questions).

It is an item you need to buy a fleet ship that has 10 console slots.
You can buy them for 500 zen in the zen store ($5 USD) or on the exchange for around 5 million Energy Credits.
