There is only 1 kit for each career in the embassy. The Mark X kit is identical to it's non fleet counterpart and I see little point in it other than it is "ultra rare" The later kits add an extra lower tiered power and a slightly improved main power.
Unless you are going to use the specific kit they have available, it's not that big of a deal in my opinion.
Mk X kits, on my eng toon, have been enough to get through all the elite STF optionals, (save Hive ground,) so a good mk X kit, will get you through essentially anything.
You can get MK XI stuff on the dilithiun store (under your minimap).

Now, I wouldn't actually mind that, since I'm in a very large fleet that will soon have access to those kits, but the lack of variety gets me. There's only one kit for each profession, and it's not the one I like using.

+ Biofilter Sweep III (Removes DoT?s + small Damage Ressi) ---> useless - every existing Ground DoT in this game is too weak to be worried about, AT ALL
+ Stasis Field IV [12 sec. Hold (PvP 6 sec)] ----> PvE = useless, no enemy is that much of a Threat ----> PvP = even more useless, Hyposprays and many otherabilities to counter it ----> we are talking about Fleet Gear, hole groups can be killed in 2 seconds
+ Medical Tricorder III --> !!! USEFULL !!!
+ Tachyon Harmonic II ----> only useful in PvP (my opinion)
I would rather see a Kit like Physicist AoE Damge Effects or just the heal only Kit "Medic"

Both the Romulan and the Omega Rep systems allow you to purchase Mk XII gear although I think kits are only in the Fleet system.
