Starbase XP

Ok, I must be missing something. I am setting up projects for military, science and engineering and getting XP towards those tiers.

But I can't seem to find a way to gain straight up Starbase XP.

What am I misisng?

    you upgrade the shipyard (tac), fabricator (eng), transwarp gate and sensor station *w/e its called* (sci)...that gives starbase XP

    So I need to finish up tier 1 on the Military, Science and Engineering projects?

    pretty much...or you could concentrate one just one or two, but you get the most benefit out of doing all 3.
