Plasma energy weapons are getting a signifcant boost with the Romulan Harness set (+7.6% bonus plasma damage) and embassy consoles (+8.4 to 9%), so these will bring them close to no-penalty in PVP, and around +16% bonus damage in PVE.
the stf sets TRIBBLE with the initial dmg not the dot dmg yeah it can be cleared but when i ran a full plasma weapon set i didnt have much of a prob since i could constantly apply it so resists wernt a prob. all weapons have that prob. a 20% dmg reduction outright screws the weapon type over so it isnt even a option.
as for the resist the new ones have a disruptor proc so that should help with that

Plasma DOT's used to be non-stacking, and as the OP also mentioned, STF sets all have inherent plasma resists, thereby minimizing plasma's PVP effectiveness. However, S7 has brought a few new items into STO to boost plasma damage, so I'm testing plasma again on my Breen ship to determine its viability.

Cool, I eagerly await your findings. But it still seems to undercut plasma's viability when you gotta burn valuable console slots to overcome unslotted restists.

-1 zero-energy drain, plasma+disruptor proc beam array
-1 plasma torp launcher that shoots 3 torps at a time
-1 console that adds +1.8 energy per subsystem and boosts crit%
The new embassy consoles are multipurpose sci consoles with 1 misc function , threat bonus or reduction, and bonus 8.4 to 9.0% bonus plasma damage. Most are better than the standard sci consoles and clicky-consoles with 3 minute cooldowns.
I have equiped an Odyssey with plasma everything, rom beam accx2 times 4, 1 rom dbb accx2,1 regular mk xii accx2 critd plasma beam (waiting on proto beam to replace that one), rom hyper torp, omega torp. To keep everything burning nice and hot, plasme energy tac console mk xii blue, 2 mk xi embassy particle gen and zero point console. I haven't taken the time to do combatlog yet but that set up rocks in pve. At a point where I have to be careful not to over shoot on gen in infected for instance, plasma proc from everything just stack real quick. Oh and forgot, I have reman mk xi set on it. The synergy from everything together makes them quite effective. By the way, I also use EWP and it gain a lot of bite with the rest. Also disruptor proc is real nice too, like an apb1 for free
I must say romulan hyper torp with 3 projectiles doffs is something to see, not so much much damage from the hit but the proc stack is mean, meaner still when you enhance plasma fire and there is just so many of them flying around. specially with ts3-ts2 going constantly.
In pvp, I wouldn't say for sure since I don't do pvp, but while you can clear plasma fire, once HE is over, you'll get on fire again sooner rather than later, so again, disruptor proc and constant eating at the hull from plasma fire will take its toll. But I would let that part of the debate to the pvp expert.
For PvE they are really effective if you spec right for it.

The assumption that the tech exists to make items that resist only Borg plasma is actually incorrect. The engine has the tech to check particulars of the target when a power is applied against that target. It does not have the ability to tell about the particulars of a source when someone is affected by a power from that source.
E.g: If you fire a weapon at the Borg, the engine can tell that your target is Borg and thus apply modifiers.
If you are hit by a Borg plasma weapon, the engine can tell that you were hit by plasma (because the weapon damage is of that type), but the engine does not report particulars about who fired the plasma. The engine thus cannot have a power on you (the person who was hit) that checks to see if the incoming damage was from Borg and then reduces it.
It is a difference in what information is visible depending upon whether a power is incoming or outgoing.
The only ways to have an item that resists plasma from Borg attacks would be to:
(a) Change all of the Borg's plasma weapons to be type "Borg plasma," which gets into the problem that Jeremy mentioned previously.
(b) Change all of the Borg's plasma weapons to have a separate damage entry if the target has a particular power (namely, the set item bonus power). Extremely unwieldy, very subject to bugs.
(c) Get new tech that allows targets to parse more information from the source of powers used on them.
So there's that. That thread starts off with the OP getting trolled but Borticus eventually shows up in post #44 and then Jhening in #57, both of which kind of get called out for their responses. Start on page 5 to get to the heart of it.
Honestly I don't know about you guys but the damage I notice from the borg isn't plasma anyway, so...
