I just unlocked my cutter. My, oh, my. The enemy sounds like popcorn going off in the pot. POP POP POP... ...and so on and so forth.
I am running a cannonboat. In rear i have removed a transphasic cluster torpedo, and substituted its with a cutter. I do not regret.
I also have the assimilated consol, as well as assimilated shield/deflector/engine. I look forward to have a look at the omegatorp
Those saying the cutter doesn't work well must be doing something very wrong.

What I like about it is sure, it's kinetic and only does well with a bare hull. But, unlike a torp, it fires very frequently and there's no delay. So the shield drops, you are doing damage, rather than torp bouncing against a scrap of shield that just came up.
    Campaign: The Fenwick Cycle NWS-DKR9GB7KH

Wicks and Things: NW-DI4FMZRR4 : The Fenwick merchant family has lost a caravan! Can you help?

Beggar's Hollow: NW-DR6YG4J2L : Someone, or something, has stolen away many of the Fenwicks' children! Can you find out what happened to them?

Into the Fen Wood: NW-DL89DRG7B : Enter the heart of the forest. Can you discover the secret of the Fen Wood?

Havent really read the thread but the question is with regards to the cutter.

Does the cutter benefit from powers like faw or target subsystem. As im wondering if i can switch my torp spread 1 to a targetting sub ability just for the cutter beam as thats the only "beam" weapon i have. Or is it not effected by such powers?

No, the Kinetic Cutting Beam does not work with any of the standard BOFF beam abilities (Beam Overload, Target Subsystem, FAW). However, being kinetic damage, it deals minimal damage to shields, does double damage vs. exposed hulls, and fires very fast. It is best used with the Borg Assimilated Universal console to get the Omega Weapon Amplifier proc, thereby letting your energy weapons operate with almost no energy drain. The more energy weapons you use with it, the more frequently you will see Omega Weapon Amplifier trigger since each weapon hit has a 2.5% chance to trigger the proc. Players report multiple Omega Weapon Amp proc stacks as a direct result. I saw this first hand after replacing a forward torpedo launcher with another DHC on my Breen ship.

Yep i use it atm as to get the omega amplifier thing. Its nice. Tho it would have been cool if i could use target sub then i could replace my torp spread and get rid of the chron torp in back and stick another turret in my breens back.

Still its nice, oh btw the embassy console that does plasma damage to non plasma weapons, it works with the cutting beam and is 10 points stronger on the cutter compared to say a dhc like the dhc plasma proc is 59 the cutters would be 69. :) Incase no ones tried it yet.

Yep, the new Romulan Sci consoles are sweet!

My suggestion is to dump that aft chroniton launcher on your Breen ship and go 3 turrets + 1 Cutting Beam aft, and 3 DHC's + 1 Torp (or 4 DHC's) front. You will notice much higher burst damage due to Omega Weapon Amplifier's higher proc trigger rate combined with the additional energy weapons + CSV or CRF (doubles cannon fire rates, thereby increasing total proc activation frequency).

I hope everyone realizes that going on and on about how great something is simply puts it on Cryptic's Nerf Radar. Happy tears when the ability is 'balanced'.

There's a lot of folks here who also don't believe that the Cutting Beam is worth using. So long as they remain plentiful, I think the cutting beam will be safe :)

I find this line of replies sadly hilarious. We put a lot of work into the massive list of fixes/changes above, and ya'll are hung up on the ability to skip our content. =p

FYI the cutting beam does not do double dmg, it has a toggle of 4 hits per cycle as tested each toggle does exact dmg it states normally. And yes this is against exposed hulls with no shields in place.
