I love this ship. It's turn is fantastic for a Cruiser, obviously the cannons are superb and the BoFF slots are great, just wish it has that extra Lt.Cmd. Tac spot but not a big deal. Especially for free i'm really impressed overall. I'm having a hard time trying to decide what loadout to use on it however, curious to see what the community thinks is a good fitment for this ship. Using the Breen Eng/Def/Shield set, for weapons at the moment I'm trying something like this:
I keep a Scorpion Fighters in one of the Device slots just in case, and am also using 1xTachyokinetic Console(makes the turn even more superb), 1xAssimilated Console, and 1xZero Point console with 1xNeutronium and of course the Breen Console that comes with it. The final console slot aside from the Tac's I'm unsure of and bounce between a PDS, Isometric Charge or Field Emitter/Plasma or something. Tactical console its usually either 3xPolaron Phase and 1xTransphasic or a 2/2 mix of both.
This seems to work pretty good, but I'm sure there's something better. What are you running?
I've been using modified Cruiser loadouts. It turns a lot faster than a real cruiser, but other than that it's about the same. (except you have only 3 Boff slots you can use for Eng skills.)
I recently started dabbling with using Mine Dispersal Pattern Beta and Tricobalt mines. It's loads of fun! Strafing cubes and dumping 4 tricobalt mines on top of them is awesome!
I'm running a building using mostly just mission reward gear. I'm using the 2 piece Breen set for the Transphasic damage bonus. But I'm using an Advanced Fleet Mk XII shield. A normal shield is a bit too fragile for STFs for my taste.
I'm using 2x Rapid Reload Mk XI Transphasic Torpedo launchers and 2x Plasma Disruptor Hybrid Beam Arrays. Aft, I'm usig 2x Plasma Disruptor Hybrid Beam Arrays, the Transphasic Torpedo Cluster and a purple Transphasic Mine Launcher. With Tac consoles split between Disruptor and Transpasic
For BOFFS, I'm using the Breen Tractical Officer (as is) in the Commander Tac station. And then TSS Shield II, FAW I, and TT I. And Lt Cmdr Science is either HE III, TSS II and PH I or TSS I, HE II and GW II.
I'm glad someone mentioned using the Dispersal PAttern Delta III skill on the Breen BOFF. APD III with Transphasic Mines and the Breen Tranapshic Torpedo Cluster pack one heck of a whallop. It's hellaciously fun. I can literally pummel a target to death while they shields are still up.
So far I do damage passes with Torps and Beam arrays and TTS Shields II to soften things up. And then follow up with a 2 walls of mines.

I love the Breen ship. Sucker is a nasty brute for my KDF Capt. And I thought the Klingon ships was nasty.
Packing Polaran Beam arrays, Polaran Duel Beams, Polaran Dual cannons, and transphasic rapid reload torpedoes, one being the cluster torpedo/mine combo. I used what the ship came with, just upgraded the weapons.
I went on a test run on the explore the clusters missions. I ate up a Romulan Warbird with no problems. And the other ships as well. Doing that race was really worth it. Got a heck of a ship.

Hehe, I had a fun run Tric bombing the heck out of some Borg cubes in a Red alert. I managed to feed two Dispersal pattern Beta 3s to the Unimatrix ship before it went down.
The Transphasic Mines are a brilliant idea, I also just put some on to try out and it is really fun in addition to the Cluster Torpedoes. I see some really nice builds here in this thread, great to see a lot of variety.

Basically, I just moved my Defiant's weapons into this one. I'm also thinking about using a Phaser or a Disruptor loadout in the future instead, once I have enough monehs (EC) for Fleet Weapons. I'm really almost exclusively PvE.

Sad This ship has the Turn rate and Console and Boff layout that the Dreadnought Galaxy X should have. I drool thinking what that ship would be able to do with its current Hull points and the Breen cruisers Boffs and console layout. I run on my breen the Full Romulan set with the Romulan hyper Torp, a Romulan Dual beam bank and 2 Romulan DHC, 2 Romulan turrets and 1 romulan beam array and the Romulan Expermental beam array all XII purple. That build prob cost 200k DIl or more lol. It does very, very well PVE. Hince being all plasma build. Due to the color from the Romulan and Breen sets I named it the Emerald Star. Im just waiting on unlocking the Consoles from the Embassy that boost plasma damage and then it should be even more deadly. One glitch. The Prototype plasma projectiles from the Breen and Romulan sets fire so fast with the Hyper plasma launcher and running 3 purple torp Doffs that you can't see them. only hear them fire. and see the hits on the target, so I guess I now have invisible plasma torps like the Borg.
Is there any reason why people don't use escort-type builds on a high turn cruiser that can equip cannons like this?
Or, for that matter, why not just use a beam boat loadout and replace the standard torpedo with a DHC?
I've had a lot of success using it as a Tricobalt bomber with beam arrays. The turning rate is great for Bomb runs. Could I do something similar with DHCs? probably... don't really feel like it though. I've come to despise 45? firing arc weapons...
All that typing aside I love this ship!! Debating on going back to my original layout with both the Omega Torp and romulan hyper torp so i can spam Plasma torps like they are going out of style.. The advantage i see is that the OMEGA torp doesn't suffer from damage drop over distance like energy weapons do..
OH and DOFF layout is as follows
x3 Purple Torp doffs
x1 Evasive maneuvers doff
x1 Tholian 10% damage increase VS borg doff.
The ship is garbage imo, i used it for 2 hours when i first got it 2 weeks ago and its been shelved ever since.
The turn rate is ok, but not as good as an escort, the hull is to low to be a cruiser and my fleet tac escort has more sittin at 49,750.
The console that it comes with is a joke, green quality garbage. Cant expect much more from a free ship i guess.
That last thing i hate about it is the fact it comes with no original bridge...Standard federation bridge on an alien ship, that makes sense right?
If I even had the slightest desire to hop back in this ship , it would be on my tactical officer. Ive tried it on my engineer and it just doesn't compare to my fleet ships. But even my tac's fleet ship is far superior for what I do..I do not PVP so my opinions about this ship are in regards to the PVE play style.

Yeah, the lack of a customized Breen bridge is meh. I agree that this ship is best used by tactical captains since they get the most out of the 8 weapon slots.
The Chel Grett is very quick for a 36k hull ship frame. What I don't understand is how your Fleet Defiant has more hull points when its base hull is only 33k. Are you using any structural integrity gear that's boosting your Fleet Defiant past the +3k hull advantage of the Chel Grett?
The Breen Energy Dissipator console's effect is nice, but the 3 minute cool down length it not -- this should be sped up to 2 minutes to make it more competitive, especially since its projectile can be shot down.
EDIT: To those not using this ship... it has earned me an easy 50mil EC since using it for farming fleet actions. So if you believe it is garbage, PLEASE DO NOT USE IT... I want to continue my winning streak

It works wonder on STF, currently I only do normal ones with this character, except once, when I selected elite by mistake. Still, we did the optional.

BOFF Layout:
ENSIGN UNIVERSAL: Tactical with THY 1
COMMANDER TACTICAL: TT, CSV1, THY3, CRF3
LIEUTENANT TACTICAL: TT, CSV1
LIEUTENANT ENGINEERING: EPTS1, RSP1
LT. COMMANDER SCIENCE: HE1, HE2, TSS3
Again... most amazing free ship to date IMO..
