I think the only requirement is probably length, it's just the system is measuring it inconsistently for some reason.

It would help if it was shown in the Foundry why a mission has not reached OR-compliance yet- what condition isnt fulfilled - so one would be able to do something against it. As it is it will kill the foundry earlier or later because it makes it too hard for new missions to become qualified.
And - strange idea - there is a OR reward for "compliant" missions, but ... what is the reward for putting time into the evaluation of new missions?
At least there must be an official statement that defines the rules for OR compliance clearly and transparent.
I have been experimenting and having friends one at a time new missions. 5 plays to get out or review then 5 plays of 20 minutes once live seems to make it qualify.
I also fairly sure that author plays don't count in time calculations, which is for the best due to the fast run-throughs that pile up when testing things.

Hmm, ok that might be it ... quite high demand I'd say. Without a lot of friends who are willing to put in the time it might take weeks to meet these recommendations.
Anyway, it would have been quite easy for the Devs to add a few bars to the project page showing the fulfillment of these recommendations.
