I have a question. I have accumulated a few thousand fleet marks from playing the Investigate Officer Reports daily. The problem is, I'm a VERY solo player. For reasons I won't get into here I am not now, nor will I ever be, in a fleet. So my question is what can I do with these fleet marks, if anything? I've done a little research but have found nothing. Anyone know of anything I can do with them? Thanks in advance.

If you won't join a fleet (even for 30 seconds) then there is nothing you can do with your collected Fleet Marks.
If you are willing to join a fleet for a few hours, you can cash in your marks for Fleet Credits and then quickly spend your fleet credits before leaving. (quickest way would be buying up fleet doffs that you can later sell.
As an example, 3000 marks would generate around 300 common Doff's and if the fleet had enough projects open to accept your marks, you could join and cashin in less than 20 minutes.
There are quite a number of smaller fleets who would be willing to let you join for the above simply because they are hungry for the marks, heck some would even pay you to cash them in with them.
Summary
If you are willing to join a fleet for a short period, you can cash in your marks. If you are willing to tout yourself, you'll probably be able to get paid for doing so in addition to cashing in.
I'm a very solo player myself, but I do belong to fleets. I like to have the extra costume slot and the starbase access. There are fleets that don't care if you interract with anyone or not, if you can find them. I belong to the Paragon Expeditionary Fleet (Fed) and Arachnos Armada (KDF), which both cater to CoH players, and they don't put any expectations on the members.
I admit that I do talk to other fleet members... once in a while.
But yes, if you never belong to a fleet, the fleet marks don't do anything at all.
