Why would you make personal reputation tier rewards permanent? If I am a tac and fly an escort, I may choose to have more healing because my weapons already do enough damage. However, if I choose at any time to fly a cruiser, perhaps I already have enough healing and would want my weapons to do more damage. Thus, my captain is limited from having full effectiveness on alternate ships I choose to fly.
Isn't this somewhat against the point of recoding the skill tree to allow switching between ships more easily?

From my understanding is that the rewards are considered as a "Trait" like the ones that you choose when you create your character which is why they are locked and cannot be changed with a respec.
Just curious, is it possible to NOT claim a trait when advancing to the next tier, then claim it later once a toon has advanced to a higher tier and decided which one he really needed ?
The devs have mentioned that they're working on a respec with reputation skills, probably via a project assignment that resets your reputation skill points.

Yes it is, I haven't claimed any of my tier 1 rewards and am on the way to tier 2. Hopefully I shouldn't have an issue. But then again....

Why would you make them permanent? Maybe because there's a sense of realism in not being able to have everything you want. Maybe because forcing players to make permanent choices creates a more diverse spectrum of characters which is more interesting than every character being changeable on a players whim.

The flaw in your logic is that you have cryptic tweaking the game all of the time. Do you think my day one character's efficient trait means the same now that it did three years ago? Yet I am "stuck" with it
Same with the reputation skills.. they will change over time and they won't be the same tomorrow, as they are today. Cryptic may create an OP item tomorrow that does tremendous damage and you may wish you hadn't spec'd into damage when you could have more defense.
If this were a static game, I would agree with you, but I can't agree with you based upon experience and historical patterns.
You want some realism.. here is some realism for you. If this were real life, I would adapt to my circumstances by changing my strategy or plan. In this game, that adaption is via respeccing.
