Transwarp abilities don't cover Tau Dewa and Zeta Andromedae on the Excelsior transwarp. i know that Orellius, Gamma orionis and Pelia are purposely left out for fleet gates so those are out of the question.

Yes, yes it does need a transwarp upgrade.
