how to get boffs for upgrade tier 4 starbase?

Hey,

My fleet came to a point where we need to get boffs to the upgrade project of tier 4 starbase.

We need tellarite boffs, it seams the ones bought in ESD do not work, so anyone have already done this mission can please tell me how can we get these dam boffs available to contribute to the starbase project?

I take it you are referring to the "Station Tellarite Personnel Officer on Starbase" project here?

You can get boffs from doff assignments (evaluate <species> <class> bridge officer candidate or <department> achievement: <species> bridge officer, these will appear in the "personal" tab of the doff assingment window) and of course from the exchange.

Alternatively, if the requirement numbers are low, just buy one off the exchange. I wouldn't imagine a Tellarite BOFF selling for much; heck I imagine Tellarite DOFFs selling for more
