Saw a Borg BOFF on New Romulas that looks like a borg?

I have a Liberated Bog female Boff in the 7 of 9 gear. When I visited New Romulas another player had a Borg Boff that looked like a real Borg seen in game. Decayed and Green etc

I thought great, you can now customise the Bog Boff to look like a Borg. But there were no options in the taylor? edt ... and the Boff was Male?

Can someone explain this please?

Its not the liberated borg boff. Its a borg Boff you get for jumping in one of the imrs on Khitomer Accord Ground.
