It seems that as soon as a new bunch of Cadets arrive, I reassign them to be stationed on the Fleet Starbase before they settle in. Sometime I don't even take the time to remember there names, or ask about their interests.

That's what I have a Ships Councilor and a First Officer for.
I see doffs as my personal staff, which I send out to do all my busywork admiral stuff (meet with dignitaries, give lectures, steal prototypes, etc.), while the admiral is busy doing captain stuff. Sometimes staff needs to be transferred. And sometimes they need to be sent to be labor for some alien's colonization effort (even the hologram - best 1000EC ever spent).
Purple doffs are shown to their quarters, and provided for. ALL others are ground up into sealant for the deckplates in the starbase project.PHAROH WANTS HIS PYRAMID!!!!!:P

Ah, so that's what happens to the Doffs you contribute to the base. Been wondering about that. It also explains why you can hear the wails of the dead on the lower decks.
That's why I only use Klingon duty officers that I buy right off the exchange. They're cheaper, and they generally have much higher body-mass, which means more paste, but you will have to do three or four baryon sweeps before the smell subsides.
Actually, my "main" character has a solid core of very rare doffs that I don't plan on ever getting rid of. I know their names, I know what assignments they're good at.
Common and uncommon redshirts, though? They get sacrificed on the altar of the starbase.
I wish I were at the point I could grind Greens for paste. I still have Whites that I need to do missions My main is almost at the point where I need to blend Greens for room, though :eek:

There are some you can buy for dilithium from the Caitian guy at the Academy, forget his name. You can get a decent number of blues and some purples from the Mini-Packs that come in lock boxes. They're fairly cheap on the exchange, especially if you sell off the whites and greens that come out. Certain Doff missions themselves reward good Doffs. It's a slow build to get a good set of blue/purple ones, unless you want to throw a lot of Zen at Doff packs.
