Power Idea

I'm not sure if this should be a BOFF or a player power but here goes.

Just a small idea for a power called: Cold Restart/Emergency Shutdown.

Cold Restart/Emergency Shutdown:

Effect lasts 5 seconds.

All power to all systems is brought down to a minimal level. (maybe 10)
All debuffs cleared of all types.
Upon power coming back up, +15 to all systems for 10 seconds.


Just my 2 cents, take it or leave it.

    Looks good, but I'm not sure how this would fit with Plasma Fires, Disruptor Breaches, Boarding Parties, so on, so forth.

    Would be good power to clear viral matrix and such tho - but there is already a counter to it.
